A. Yes, the final phase ends there. This card references the number of turns during that turn, regardless of the phase. If there are more than 3 times, the current phase will end. If a end the final phase effect would be resolved, move along to the turn ending resolution.

A. The phase ends, and the hit determination does not take place. Although this card's effect cannot nullify an attack, with the phase end effect, it can skip the hit determination and move to the end of the phase. At the end of the phase, the cards are no longer "in battle" and "attack".
