A. No, it will not resolve. As the condtion "If this card is in the soul of OO" is not fulfilled, the effect will not resolve. Also, in the case that the text states "If this card is in the soul of OO, pay 1 gauge" or similar, you do not need to pay the 1 gauge.
Q. If this card is put on top of a card with [Lifelink], will the [Lifelink] of the card that this card is put on top of activate?
A. Yes, it will activate.
