A. Yes, you can.
In the case that the call of an impact monster has been nullified, for this turn, you can call impact monsters another time. In the case that the impact monster is called and enters the field, you cannot call another impact monster during this turn.

As impact monsters can attack during your final phase is not due to an ability but from rules of the game, even if all abilities of an impact monster is nullified, it will still be able to attack during your own final phase.

A. No, you cannot.
You may only attack using impact monsters during your final phase. However, if a monster or item has an ability similar to "You may also attack with this card during your final phase" abilities, you will be able to attack or link attack using those monsters.
