A. No, it cannot.
Other than by an effect of a card, impact monsters can only be called during your final phase.

A. No, it does not matter if it is not placed horizontal.
However, when put face up at the start of the game, put the card in a stand orientation (the card becomes upright from your perspective). In the case of a buddy call, rest the called monster in the buddy zone.

A. Yes, you can.
An impact monster can become your buddy monster by putting it in your buddy zone. In that case, you may buddy call an impact monster during your final phase, and gain 1 life from buddy gift.

A. An impact monster is in stand when the card is in an up-right orientation of the owner's perspective. An impact monster is in rest when the card is 90 degrees or so rotated from the orientation of the owner's perspective.

A. No, it will not.
